ECHS annual validation: blocked card, documents and unblock process
Annual validation applies to dependent ECHS beneficiaries aged 18 or above, excluding the spouse. If validation expires, medical facilities can stop until approval. The current official procedure gives a route to upload or submit dependent-wise documents and have the case checked by the OIC Polyclinic.
Who must complete annual validation
- Every dependent beneficiary aged 18 or above, except the spouse.
- The primary beneficiary/ESM submits the validation dependent-wise.
- The spouse is excluded from this annual-validation requirement.
- The rule concerns dependent eligibility; it is not the same as renewing or replacing the physical smart card.
Documents to keep ready
The exact proof depends on the relationship and eligibility category. Keep the dependent's 64 KB card details, identity/relationship proof, current eligibility or income proof where applicable, and any observation/rejection message. Submit self-attested documents separately for each dependent. The OIC Polyclinic may ask for additional financial documents when required for verification.
Do not upload blindlyUse the document list shown for that dependent in the official application/observation. A student's proof, an unmarried dependent's declaration and a dependent parent's income proof are not automatically interchangeable.
If the ECHS card is blocked
- Check which dependent and which validation period has expired.
- Submit the online/offline application with self-attested documents, separately dependent-wise, to the OIC Polyclinic.
- The OIC Polyclinic scrutinises and approves correct cases.
- Medical facilities remain unavailable for the affected beneficiary until validation is approved.
- If annual validation is still not completed within one year from expiry, the beneficiary's card can be blocked under the current procedure.
Application rejected or observation raised
Read the observation rather than starting duplicate requests. Correct the stated document/problem and resubmit. The OIC Polyclinic is authorised to reject an incomplete case and ask for resubmission. Keep screenshots, acknowledgement and the resubmission date.
What to carry to the polyclinic
- Primary beneficiary's ECHS card and identity proof.
- Affected dependent's 64 KB card or temporary slip.
- Self-attested supporting documents, dependent-wise.
- Application/observation print or screenshot.
- Mobile number and email registered with ECHS.
