CSD canteen — what it is, the rules, and what you get

The Canteen Stores Department (CSD) entitlement does not end with service — ex-servicemen and their families keep it for life. But the rules on cards, limits and big-ticket items (the famous "AFD" category) change from time to time, and half the queue at any canteen is people who came with the wrong assumption. What is CSD — and what "CSD" stands for

CSD is the Canteen Stores Department — the defence ministry's own store network for the forces. It sells everyday goods, liquor and big-ticket "AFD" items at concession prices, through depots and the unit-run canteens (URCs) where card holders actually shop. Serving personnel, ex-servicemen, widows and family pensioners all buy through it — against the canteen smart card.

One thing worth saying plainly, because the ads say otherwise: CSD is not a discount scheme anyone can join. The entitlement comes from service — there is no membership to buy, and anyone selling "CSD access" is running a fraud.

Who is entitled

• Ex-servicemen — with the CSD smart card made against the discharge book / PPO.
• Widows and family pensioners — entitled in their own right, with their own card.
• Dependents — added on the primary card holder's card as per rules.

The smart card

• What it is: a chip card that runs every canteen purchase. One holder actually carries separate cards — a grocery card and a liquor card (the grocery card's ID starts with GC), and dependent cards are issued alongside. We know first-hand: our own grocery and liquor cards sit side by side, each with its printed "Expiry on" date.
• Purchases run against the card, and monthly limits apply — grocery limits differ from liquor limits, and the current figures are set by CSD from time to time (check the latest at the depot or the official site — we do not print limits we have not verified).
• Keep the card safe like an ATM card; a lost card is blocked at the depot and reissued against the discharge book.

The benefits — what the card actually gets you

• Everyday goods at concession prices — groceries, toiletries, household items at the URC, cheaper than the open market because CSD prices carry tax concessions.
• Liquor at canteen rates — on the liquor card, within the monthly quota; prices differ state to state because state taxes differ.
• AFD items with a GST concession — cars, two-wheelers and large appliances through afd.csdindia.gov.in; what your pay level allows is in the entitlement checker.
• For life, and for the family — the entitlement does not end at retirement, and widows and family pensioners hold it in their own right.

And the question everyone asks — "how much discount?" — has an honest answer: it varies by item and by state, because the saving comes from tax concessions, not a fixed percentage. The canteen rules people actually search for

• Photos in civil dress — the card application's photos must be in civil dress, each under 150 KB (resize here).
• Treat the card like an ATM card — and its card ID and 16-digit serial number like a PIN: never share them.
• The card carries its own expiry — an "Expiry on" date is printed on it; renewal is done online.
• Monthly limits are CSD's to set — the depot has the current figures; printed lists floating on WhatsApp are often stale.
• AFD appliances and two-wheelers: once in three years; cars by pay level with an eight-year gap — the checker has the table.
• No agents, ever — the portals work directly, no agent fee exists, and lending your card can cost the entitlement.
• Released Agniveers are not entitled — the Agnipath terms exclude ex-servicemen status, CSD and ECHS for those released after the four years.

AFD items — cars, bikes, refrigerators

1. What AFD means: "Against Firm Demand" — the high-value category: four-wheelers, two-wheelers, and large appliances.
2. It runs online now: AFD purchases are made through the official AFD portal — registration with your card details, then the item is booked against a depot.
3. Eligibility differs by item and pay level, and four-wheeler entitlement has repeat-purchase gaps (an eight-year gap between cars, with lifetime counts for Levels 3–9). The current matrix is on the portal and in our entitlement checker — read it before setting your heart on a model.
4. The saving is real — CSD prices carry a GST concession — but the process needs your service documents in order, so check the portal's document list first.

⚠ Watch out for middlemen No one can "arrange" a CSD car for a non-entitled buyer, and lending your card or documents for someone else's purchase is a quick way to lose the entitlement entirely. The AFD portal works directly — no agent is needed, and no agent fee exists.

Walk away. The AFD portal works directly against your own card and documents. There is no agent fee, and lending your card for someone else's purchase can cost you the entitlement itself.
