Railway staff and "a month of army training" — this is the Territorial Army, not Agniveer

You hear it often: "railway employees are sent away for a month for Agniveer training." There is no such scheme. What has happened is that three separate things have been folded into one sentence. Here they are, pulled apart.

The short answer

• Agniveer is its own thing. It is direct recruitment into the Army, Navy and Air Force under the Agnipath scheme — a four-year engagement. Serving railway employees are not sent for it.
• What you heard is probably the Territorial Army's Railway Engineer Regiment. Some railway employees can enrol in it while keeping their railway job. There is a training camp of about a month a year; the rest of the year they do their railway work. This is an old arrangement, not a new scheme.
• The third piece — reservation for ex-Agniveers in Railways and the RPF. That runs the other way round: after four years in the forces, ex-Agniveers can apply for railway jobs. Railway staff do not train Agniveers.

What the Railway Territorial Army is

The Territorial Army is a part-time force of ordinary citizens — created under the Territorial Army Act, 1948, and raised on 9 October 1949. People join it while keeping their civilian jobs, do a few weeks of military training each year, and can be called up for full-time duty when the country needs them.

Some of its units are "departmental" — they enrol employees of one organisation. These cover the Railways, Indian Oil, ONGC, telecommunications, general hospitals and the Ecological Task Force (the tree-planting units).

The railway units are the Railway Engineer Regiments (TA). Their job is to keep rail lines running in forward areas during hostilities, run military trains, and handle rail movement in peacetime when required. It is the same work these employees do in their railway jobs, so the skill is already there.

How you join, and what the training is

• Who is eligible: only railway employees in certain essential trades and categories. Enrolling does not interrupt your railway job.
• How much training: for departmental units, an annual camp of about one month (roughly 30 days). That is the "one month" the rumour attaches to Agniveer.
• Pay: for those days you get army pay and allowances at your TA rank, on top of your railway pay. TA training counts as duty in the Railways.
• Call-up: when needed, a unit can be embodied — mobilised for full-time service.

What changed in 2022 — most railway TA units were disbanded

On 3 June 2022 the Ministry of Railways ordered the disbandment of five Railway Engineer Regiments (TA) — at Jhansi, Kota, Adra, Chandigarh and Secunderabad.

One unit was retained — 969 Railway Engineer Regiment (TA) at Jamalpur, Bihar — for an operational role on the New Jalpaiguri–Siliguri–New Mal–Alipurduar–Rangiya line, a critical link through the Siliguri corridor, at the Ministry of Defence's request. (PIB release, PRID 1831523.)

So the railway TA route today is a narrow one — not the common thing it once was.

How Agniveer is different

The third piece — reservation for ex-Agniveers in Railways

In 2023 the Ministry of Railways said that ex-Agniveers who complete four years would get, in railway recruitment:

• horizontal reservation of 10% in Level-1 posts and 5% in Level-2 and higher non-gazetted posts;
• age relaxation — five years for the first batch, three years for later batches;
• exemption from the physical efficiency test (PET).

Separately, 10% of Railway Protection Force constable vacancies are to be reserved for ex-Agniveers.

Note the direction: this is not "railway staff train Agniveers." It is the reverse — after four years in the forces, an ex-Agniveer can apply for a railway job. The full picture of ex-servicemen reservation is on the government jobs reservation page.

So where did the rumour come from

Three different things — the railway TA (old), Agniveer (the 2022 recruitment scheme) and ex-Agniveer reservation (2023). In conversation they collapse into one. "Railway employee + one month of training + Agniveer" — each piece is real, but they do not belong to the same scheme. There is no scheme that turns railway employees into Agniveers and sends them off to train.
